Goa is a former district in Portuguese India (it belonged to Portugal thanks to Vasco da Gama). Goa is mentioned in Soloviov's fable "Эфиопы и бревно" (The Ethiopians and the Log) in which Log is promoted to Bog (God).

Sorry, my English is not good enough to translate Russian classics. Suggestion: there must be an English translation of Tolstoy's correspondence. Look up also Tolstoy's letter of August 31, 1896, to A. M. Kalmykova in which he accuses the government of Alexander III of (among many other crimes) legalizing murder in duels.
