Several libraries own microfilms of Rul', including the one at my own university.  There are large gaps in the contents of many of the microfilms, especially Oct-Dec 1925 and the second half of 1930.  Extensive paper copies are held at various places too, including the Library of Congress and the Hoover Institution (I believe); these are extremely fragile and I do not know what their use restrictions are. I'll append a list of libraries reporting to own Rul' in one form or another.  I too would be interested to know which collections have extensive holdings during the two time periods above.  The on-line holdings descriptions can be, and usually are, incomplete or deceptive.
