Technically PF, the poem does appear before "the rest of the book".
The new reader faces most of the same semantic problems as the naive
listener.

The issue of whether PF, the poem could be published alone, is tricky
due to the need for a context and assumptions; but here goes:
Could it be published as a poem but with a short set of notes
in a literary magazine and be comprehended in the main,
not just the mere gist of the narrative, but a little, at least,
of the various allusions and connotations, issues even,
well maybe not issues, but the main gist and emotion?

Yes.
