Waltz asks the Colonel (who said that ten minutes had expired and there were many other things that the Minister had yet to do) not to speak of time to him. According to Waltz, it is he who controls time. Waltz tells the Minister and his secretary that they have very little time indeed.
Waltz is general Berg's protege. The characters of Izobretenie Val'sa (The Waltz Invention, 1938) include the reporter Son. Berg + Son = Bergson. Time plays an important role in Henri Bergson's philosophy. On the other hand, in Pushkin's poem Telega zhizni ("The Cart of Life," 1823) grey Time is the coachman:
Хоть тяжело подчас в ней бремя,
Телега на ходу легка;
Ямщик лихой, седое время,
Везёт, не слезет с облучка.
С утра садимся мы в телегу;
Мы рады голову сломать
И, презирая лень и негу,
Кричим: пошёл, ебёна мать!

At noon there are no former nerves;
Having been jolted, more we dread
All those slopes and steeps, and curves;
We shout: not so fast, blockhead!
Same as before the cart is on its way;
We have got used to it when evening closes,
And dozing off we come to the night"s stay,
While Time drives on the sturdy horses.

The Colonel compares Waltz to a messanger who runs many miles in order to relate a trifle (pustyak), trance (son), delirious dream. In my practically finished article, Igra snov v p'yesakh Nabokova "Sobytie" i "Izobretenie Val'sa" i v ego rasskaze "Istreblenie tiranov" ("The Dream Play in Nabokov's Comedies The Event and The Waltz Invention and in his Story Tyrants Destroyed"), I argue that the trifle Waltz is supposed to tell (without his knowing it) is ebyona mat' ("f-d mother"), a phrase used by Pushkin in Telega zhizni (line 8 of the original).
In the post scriptum to a letter* of November 29, 1824, to Prince Vyazemski Pushkin asks his friend if he knows "The Cart of Life:"
Знаешь ли ты мою «Телегу жизни»?
Хоть тяжело подчас в ней бремя...
Можно напечатать, пропустив русский титул...
"We can publish it, ommitting the Russian title..."
By Russkiy titul ("the Russian title") that should be ommitted Pushkin means our national oath (ebyona mat'). In The Waltz Invention, when the Colonel addresses Waltz Vashe Bezumie ("Your Madness"), Waltz remarks: titul zvuchnyi ("the title is sonorous"):
Вальс. Вы бы всё-таки перестали мне делать замечания, -- скучно.
Полковник. Виноват, Ваше Безумие, но я только исполняю свои прямые обязанности.
Вальс. Титул звучный... Вы довольно угрюмый шутник. Если я вас держу в секретарях, то это лишь потому, что я люблю парадоксы. Ну -- и вам в пику, тоже...
...Полковник. Моя обязанность -- вам заметить, что тем временем страна гибнет.
Вальс. Ну уж и гибнет. Не преувеличивайте, пожалуйста.

To the Colonel's remark that the country is ruined, Waltz replies: pustyaki ("it's nothing").

лень - laziness, idleness; indolence (in Pushkin's poem len' i nega, "indolence and mollitude," are mentioned and nega rhymes with telega)
