Subject: TT-8: nobiliary particle between castle and crag? person pen?

Question:

Mr. R. shares some self-described traits with his creator. Has someone
defined his name, the "nobiliary particle between castle and crag" ?
My best attempt is von Klippenburg, which provides the necessary
anagrammatic K and B.; but passes up the attractive von Rochieren.

Another:

What function is served by "The Person Pen. But that remained his
greatest achievement "? Does Hugh wield a poison pen? How has he earned
this double put-down? Who is speaking? Have I missed another upward
displacement?

EDNOTE. I assume the "Person Pen" is the invention of HP's uncle, the
stationer. BTW, I see the older meaning of "stationer" is "bookseller."
